CHAMBER   Legislative Agenda

Each year, the Council of Chambers of Commerce, comprised of the York County Regional Chamber, Greater Clover, Lake Wylie and York chambers, formally present its Legislative Agenda to South Carolina legislators during its annual York County Day event in Columbia .

For over 20 years, the business community through the chambers have come together to speak as one to state legislators on key legislative issues facing York County. All four chambers work closely together to review and analyze pending legislation that is likely to come before the General Assembly.

2013   S T A T E    L E G I S L A T I V E    A G E N D A


Believing that York County and other counties undergirded with the local authority provided by the Home Rule Act and empowered with a strong economy and quality of life are critical to advancing the state and its economic competitiveness, the Chamber will advocate these outcomes on the following issues: 


Council of Chamber items:

  • Economic Development Supports efforts that create and retain jobs, assist small businesses, provide the resources necessary statewide for the Development of Commerce to also be effective and responsive on economic development efforts on the local level (initial position taken in 2011) 

  • Tax Reform – Supports changes to the state's tax system that will provide reform toward establishing a pro-business tax structure and a plan for addressing the business cost shifts resulting from Act 388 (year 2009) 
  • Funding for K-12 and Higher Education – Supports funding necessary to advance local public school districts and state-supported institutions of higher education, especially those with high in-state enrollment (2008)

Pertinent/seperate items of the Regional Chamber:

  •     Regional Education Centers (REC) - Supports legislation enabling the move of South Carolina's 12 Regional Education Centers from the state Department of Education to the SC Departmen of Commerce (3/2013)

  •     Visitors Center Relocation - Supports the Convention & Visitors Bureau's plans to relocate the county's visitor center to Riverwalk development near the Catawba River (3/2013)

  •     School Choice - Opposes school choice "funding" legislation that directly or indirectly subsidizes private schools with public funds (6/2012)

  •     Air Quality - Opposes the federal Environmental Protection Agency designation of York County areas as non-attainment (i.e not meeting nationwide clean air standards) when they do indeed meet the standards of        official and scientific monitors.

  •     Non-Partisan Local Elections - Opposes state legislation that would mandate the change of local non-partisan government races to partisan elections (11/2011)

  •     Local Spending Caps - Opposes additonal spending caps imposed by the state on local government, including tuition caps on institutions of higher education (3/2008)

  •     Climate Change - Supports climate change policy decisions that are reasonable, effective, within the purview of South Carolina and do not place the state at a competitive disadvantage for continued growth and development (7/2009)

On hold:

    Extension of the Dave Lyle Boulevard - Supporst the funding and construction of the Dave Lyle Blvd. from Rock Hill to Hwy. 521 in Lancaster County.
